If you haven't modified your Clip Studio workspace, this might be in a different location than where it is on mine - I moved my Sub-Tool and Tool Property menus to be beside one another. The only downside, though, is that a lot of settings are hidden under sub-menus, and may be difficult to find if you're unfamiliar with it.
